Batbaatar, O. (2025) The right to live in a healthy environment in Mongolia: The need for legal reforms to reduce winter air pollution. Paper presented at IX Democracy Forum “Authoritative Constitution – Authoritative Democracy”, Mongolia
I’m honored to have presented my research, “The Right to Live in a Healthy Environment in Mongolia: Legal Reform Needs to Tackle Winter Air Pollution,” at the IX Democracy Forum – Constitutional Rights: Empowered Democracy on August 26, 2025.
This work is part of the 2025 Research Report Series by the Konrad Adenauer Foundation (KAS) to inform policy makers about the right pathways.
The report emphasizes the urgent need for systems thinking, system dynamics analysis, and evidence-based implementation policies that reflect Mongolia’s current realities. Simply improving standards or enacting new laws does not guarantee meaningful change. Tackling Mongolia’s severe winter air pollution requires a systemic approach—one that involves coordinated efforts across sectors and active participation from all stakeholders. Only through such collective action can we truly uphold the constitutional right to live in a healthy environment.
📘 Published in the Constitutionalism Research Yearbook, this research would not have been possible without the guidance and support of outstanding scholars and partners.
