Policy Options for Reducing Winter Air Pollution in Cities: A Case Study of Ulaanbaatar City.December 2024

This is the assignment for the Public (Government) Policy and Research course.

Policy makers cannot solve societal issues by focusing on just one sector. Instead, they must study the issue from all angles in an interdisciplinary manner.

Similarly, policy makers and authorities with the power to approve policies may approach problems with different methodologies due to differing ideologies and priorities. Therefore, policy research and recommendations should always offer alternatives, providing relevant stakeholders with information while also giving them the choice to decide on the most appropriate direction.

In simplified terms, winter air pollution in cities is an environmental issue, but it also constitutes a social issue, as it impacts poverty, infrastructure, energy, urban management planning, public health, and safety. Additionally, it touches upon the competence of policy makers, the education system, and the independence and integrity of research conducted by both international and domestic organizations. It also raises questions about whether data and results are transparently shared with the public and whether social responsibility is fulfilled. In short, it involves the accessibility, accuracy, and security of information, which is aligned with Information Security (CIA: Confidentiality, Integrity, Availability).

From the perspective of a management system, the teams conducting policy research should also consider whether interdisciplinary teams can be formed, as is the case in countries such as the UK, Australia, and Germany. These teams should study the issue collaboratively, ensuring that they reflect the voices of academic experts, ordinary citizens, and affected parties.

However, as this is a brief assignment, I have focused on the main issue and attempted to present alternative strategic solutions for reducing air pollution. Future work will expand on this and address other relevant matters.
